The Financial Origins of the French Revolution: How a Kingdom Collapsed Into Bankruptcy

In this article, we’ll tell you the story of how a kingdom with the most magnificent palace in the world actually collapsed because it went bankrupt. Because telling the story of the French Revolution with only the slogans “liberty, equality, fraternity” means seeing only half the picture. The real fuse of the revolution was lit inside an empty treasury chest.

The Void Behind the Splendor

By the end of the 1700s, France was the most populous and culturally influential country in Europe. The Palace of Versailles was one of the most magnificent palaces the world had ever seen. But behind this splendor, there was a serious void in the state’s coffers. How did this void come about? Let’s take it step by step.

Wars: The Real Reason the Treasury Ran Dry

France entered one costly war after another throughout the 18th century. Two wars in particular dealt fatal blows to the treasury:

The Seven Years’ War (1756-1763): France fought against Britain both in Europe and in its colonies during this war and suffered a heavy defeat. It lost valuable colonies such as Canada, and on top of that, the cost of the war left behind a massive debt.

Support for the American War of Independence (1775-1783): France supported the American colonies’ fight for independence in order to weaken its old rival, Britain. While this strategy paid off politically, it was a complete financial disaster. Without resolving its own internal problems, France poured enormous sums of money into an overseas war.

An Unjust Tax System

The problem wasn’t just war spending. France’s tax system was itself a corrupted structure.

Society was divided into three “estates” (état): the clergy, the nobility, and the commoners. The first two estates — the clergy and the nobility, a small minority of the population — paid almost no tax at all.

The entire tax burden of the state fell on the shoulders of the third estate, made up of the vast majority of the population: the peasants and the urban commoners.

Under this system, the class that actually owned the most land and wealth was exempt from taxes, while the class that earned the least carried the heaviest burden. No matter how empty the treasury became, the king never dared to change this unjust system, because he depended on the support of the nobility and the clergy.

But What If the King Had Succeeded in Tax Reform?

Let’s pause and think for a moment. In fact, the king’s finance ministers made repeated attempts to solve the problem. Figures like Turgot and Necker proposed reforms that would have required the nobility and the clergy to pay taxes as well. But every time, the powerful nobles surrounding the court blocked these reforms.

If Louis XVI had managed to break the nobility’s resistance at the time and carry out real tax reform, the treasury might have found balance, and public anger might not have grown so large.

But the king had neither the power nor the will to make it happen. Sometimes what brings down a kingdom is not an enemy from outside, but the price of failing to reform from within.

The Final Straw: Bread Prices and Hunger

By the end of the 1780s, the treasury was completely exhausted. The state was spending nearly half its revenue just to pay interest on old debts. During the same period, a string of poor harvests sent bread prices soaring to unbelievable levels. A large portion of ordinary people’s daily budget went simply toward buying bread.

With no solution in sight, the king convened the Estates-General in 1789 — a body that hadn’t met in 175 years. But as soon as the assembly gathered, the third estate declared itself the “National Assembly,” and events rapidly turned into a revolution.

The storming of the Bastille prison on July 14, 1789, became the symbolic turning point of this process.

The Cause-and-Effect Chain: From a Treasury to a Revolution

  1. The Seven Years’ War brought France a heavy financial burden and the loss of territory.
  2. Support for the American War of Independence drained the treasury even further.
  3. The unjust tax system dumped the burden onto ordinary people, while the nobility and clergy remained exempt from taxes.
  4. Reform attempts were blocked by the nobles surrounding the court.
  5. Poor harvests and rising bread prices sharpened public anger.
  6. With no solution in sight, the king was forced to convene the Estates-General.
  7. The assembly quickly turned into a revolutionary movement, and the kingdom collapsed.

A Little-Known Fact

France’s support for the American War of Independence led to one of history’s most interesting ironies. While trying to weaken Britain and help a new example of “freedom and republicanism” emerge in the world, France drained its own treasury — and not long after, its own people, inspired by those same ideas of freedom, rose up against their own king.
